By creating an account or using Recon ("the Service"), you agree to these Terms of Service ("Terms"). If you're using Recon on behalf of a business or organization, you represent that you have authority to bind that entity to these Terms.
If you don't agree to these Terms, don't use the Service.
These Terms apply to all users, including individual contractors and team members on shared accounts.
Recon is a government contracting intelligence platform that helps independent contractors and small firms identify, evaluate, and pursue federal and state government contract opportunities. Core features include:
Recon is an informational and workflow tool. It does not guarantee contract awards, proposal acceptance, or compliance with any procurement regulation.
Creating an account. You must provide accurate, complete information when registering. You're responsible for keeping your account credentials secure.
Account responsibility. You're responsible for all activity that occurs under your account. If you believe your account has been compromised, notify us immediately at support@forgelinesystems.com.
Solo plans allow up to 3 users per account. Team plans allow the number of seats specified in your plan agreement.
Age requirement. You must be at least 18 years old and legally capable of entering into binding contracts.
Account termination. We may suspend or terminate accounts that violate these Terms.
New Solo accounts receive a 14-day free trial. No charge is made during the trial period. You may cancel before the trial ends without being billed.
Subscriptions are billed monthly in advance through Stripe. Your subscription automatically renews each month unless you cancel before the renewal date. By subscribing, you authorize ForgeLine Systems to charge your payment method on a recurring basis.
You can cancel your subscription at any time through your account settings or by contacting us. Cancellation takes effect at the end of the current billing period. You retain access to the Service through the end of the period you've paid for.
All payments are non-refundable. We do not issue refunds for partial months, unused features, or unused trial periods that were not canceled before conversion to a paid plan. If you believe there's been a billing error, contact us within 30 days.
Payments are processed by Stripe. ForgeLine Systems does not store your credit card information. Your use of Stripe is subject to Stripe's Terms of Service.
We may change subscription prices with at least 30 days' notice. Continued use of the Service after a price change constitutes acceptance of the new pricing.
You agree to use Recon only for lawful purposes and in accordance with these Terms.

Our collection and use of your personal information is governed by our Privacy Policy, which is incorporated into these Terms by reference. By using the Service, you agree to our Privacy Policy.
Recon uses Anthropic's Claude AI to generate proposal drafts and other content ("AI Content"). By using AI features, you acknowledge and agree:
You are responsible for all submitted content. AI-generated proposal drafts are starting points only. You are solely responsible for reviewing, editing, verifying, and submitting any proposal or document to a government agency or procurement system.
No warranty on quality. ForgeLine Systems makes no warranty that AI-generated content is accurate, complete, appropriate for any specific procurement, or will result in a successful bid.
Not professional advice. AI Content is not legal advice, procurement consulting, or compliance guidance. Do not rely on it as a substitute for qualified professional judgment.
AI Content is labeled. Recon clearly identifies AI-generated content within the platform.
You own what you submit. Once you review and adopt AI Content as your own, it becomes your work product. You are responsible for its accuracy and compliance.
ForgeLine Systems' rights. ForgeLine Systems owns all rights, title, and interest in the Service, including its software, algorithms, scoring models, design, trademarks, and all platform content not provided by users. Nothing in these Terms transfers any of those rights to you.
Your rights. You own your data — the NAICS codes, keywords, company information, bid history, and other content you upload or create in Recon. You also own any proposals or documents you create using the Service, including those assisted by AI features (subject to Section 7).
License to us. By using the Service, you grant ForgeLine Systems a limited, non-exclusive license to use your data as necessary to provide the Service to you — including sending relevant data to AI services as described in our Privacy Policy.
Feedback. If you provide us with feedback or suggestions, we may use it without restriction or compensation.
Recon is a research and workflow tool. When you use information from the Service to prepare and submit proposals or bids to government agencies, you are solely responsible for:

THE SERVICE IS PROVIDED "AS IS" AND "AS AVAILABLE" WITHOUT WARRANTIES OF ANY KIND, EXPRESS OR IMPLIED. TO THE FULLEST EXTENT PERMITTED BY LAW, FORGELINE SYSTEMS DISCLAIMS ALL WARRANTIES, INCLUDING WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, AND NON-INFRINGEMENT.
We do not warrant that:
Opportunity data is aggregated from third-party sources (SAM.gov, state portals, etc.). We are not responsible for inaccuracies, omissions, or delays in that data.
TO THE FULLEST EXTENT PERMITTED BY LAW, FORGELINE SYSTEMS' TOTAL LIABILITY TO YOU FOR ANY CLAIMS ARISING FROM OR RELATED TO THE SERVICE — WHETHER IN CONTRACT, TORT, OR OTHERWISE — SHALL NOT EXCEED THE AMOUNT YOU PAID US IN THE 12 MONTHS PRECEDING THE CLAIM.
IN NO EVENT WILL FORGELINE SYSTEMS BE LIABLE FOR INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES, INCLUDING LOST PROFITS, LOST BIDS, LOST REVENUE, OR LOST BUSINESS OPPORTUNITIES, EVEN IF WE HAVE BEEN ADVISED OF THE POSSIBILITY OF SUCH DAMAGES.
Some jurisdictions do not allow the exclusion of certain warranties or limitations on liability. Where such laws apply, our liability is limited to the maximum extent permitted.
By you. You may cancel your account at any time. Cancellation takes effect at the end of your current billing period.
By us. We may suspend or terminate your access immediately if you violate these Terms, if required by law, or if we discontinue the Service. We'll give reasonable notice where practical.
Effect of termination. Upon termination, your right to use the Service ends. We will retain your data for 90 days following account closure, after which it will be deleted per our Privacy Policy. You may request an export of your data before deletion.
These Terms are governed by the laws of the State of Idaho, without regard to conflict-of-law principles. Any disputes arising under these Terms shall be resolved in the state or federal courts located in Ada County, Idaho, and you consent to personal jurisdiction there.
We may update these Terms from time to time. When we do, we'll update the "Last Updated" date at the top and notify you via email or in-app notification. Changes take effect 14 days after notice unless the change is required by law, in which case it may take effect immediately.
Continued use of the Service after changes take effect constitutes acceptance of the updated Terms.
